Liberal-Masonic underground and revolutionary parties are beginning to change their tactics, coming back from direct confrontation with the Russian authorities to the old backstage and underground methods of struggle. The main arena of the political struggle becomes, the State Duma and the Council of State, restricted the legislative powers of the King. By the time the elections to the State Duma in Russia has formed a number of parties, some of whom wore openly anti-Russian character. In addition to the Bolsheviks and the Social Revolutionaries, on the basis of the liberal-Masonic "Union of Liberation" came the so-called People's Freedom Party (Constitutional-Democratic Party - the Cadets). Officially, the Cadets were in favor of a constitutional monarchy and the revolutionary terror (thus striving to get the support of the population), but in fact their secret installation focused on the overthrow of the autocracy and support of terrorist methods of struggle. Official Cadet program - just camouflage behind which lurked outspoken enemies of the Russian state. Almost all the leaders of the Kadet Party consisted of members of the Masonic lodges and coordinate their activities with the secret anti-Russian centers.
